Hover changes the border, not the elevation.

interactive adds a border hover, a visible focus ring and aria-current. Padding is --spacing-block — 1.5rem in comfortable, 1rem in default, 0.75rem in compact. The cards above are live; change density in the header.

Overturned, do not re-litigate

Product screenshots show a card shadow. That was ruled legacy, not a system update. Cards stay flat.
